GBA Roms are originally made as backups of original Gameboy Advance cartridges and can be played on the GBA / SP / Micro or Nintendo DS with a GBA Flash Card.
Gameboy Advance Flash Cards are cartridges with Flash Memory and Multi Rom support. Most people use them to play GBA ROMs they got from the Internet, but You can also put some homemade applications, NES emulators etc. on them. The turn your GBA / DS into a kind of MP3 player for ROMS where you put your favorite titles and replace them with new ones when you get bored. And Yes - you don't have to buy any more game as you can get them for free from the net :)
Most of the GBA Flash Cards are out of the print now, but you can still get EFA Linker which is not the best but pretty good.
